  Springbok armoured vehicle by  DCD Protected Mobility On 16 August 2023, Jan Wind  was invited to speak in his capacity as President of the Federation of European Defence Technology Associations (EDTA) about Financial Public Private Partnerships ( FPPPs ) at the  Public-Private-Partnerships (PPP) for Security and Defence Conference   organised by  Defenceweb  in  Pretoria (South Africa) . His main message was that innovation could speed up if private funds are used effectively in a Public Private Partnerships for Defence. Similarly, private financing methods could be used for major programmes: manufacturing of capabilities and in-service support. It could be important for the South African Defence to take advantage of these opportunities to strengthen its capabilities.   The Federation of European Defence Technology Associations (EDTA)  and their partner federation  Eurodefense  conduct a study on modern economic investment methods for major defence capabilities in Europe. This could help to solve the lack of funding for investments, which is currently prevalent in most Member States of the European Union. The combined effort of the 11 EDTA member associations and 15 associations of the Eurodefense network may provide the required  knowledge and experience  for modernisation of finance for Defence.   WISER CEO Jan Wind is president of the EDTA. It is an honour to lead this working group in cooperation with José Pereira, the Secretary-General of Eurodefense-Portugal.

Het veiligheids- en verdedigingsvermogen van de EU moet worden versterkt. Daarover is veel te doen in Nederland en Europa. Multilaterale defensiesamenwerking verliep de afgelopen decennia moeizaam. Om een nieuwe impuls te geven aan versterking van de veiligheid en defensie van de EU heeft het in 15 landen vertegenwoordigde EURODEFENSE netwerk een voorstel naar Brussel gestuurd. Het gaat bij Europese veiligheid niet langer uitsluitend om militaire dreigingen en om verdediging van territorium van een lidstaat. Er zijn veel nieuwe dreigingen en ontwikkelingen die de meeste individuele lidstaten niet aan kunnen. Het gaat om verschillende, vaak hybride bedreigingen, zoals cyberaanvallen, misinformatie, mensenhandel, illegale immigratie, terrorisme, handelsbelemmeringen en conflicten in grensregio’s. This unique system enables authorities to combat wildfires more quickly than currently possible with traditional aerial solutions such as amphibious aircraft and larger non-amphibious waterbombers/air tankers. What’s more, Scodev is a retrofit system for universal deployment by different operators across various aircraft.   Foto: Ministerie van Defensie Financieringsconcept voor grote nieuwbouwprojecten Investeringen voor vervanging van marineschepen staan in de defensiebegroting al jaren sterk onder druk. De bouw van onderzeeboten en fregatten is uitgesteld en de geraamde bedragen zijn volgens deskundigen veel te laag. De vervanging van mijnenjagers is in 2016 zelfs volledig uit de begroting geschrapt. Investeringen als dienst Grote investeringen voor de bouw van marineschepen hoeven echter niet ineens vanuit de Defensiebegroting te worden gefinancierd. Met in de rest van de economie heel gebruikelijke financieringsmethoden kunnen overheidsinvesteringen worden omgezet in een dienst.  Deze methoden zijn ook  uitstekend toepasbaar voor de bouw van marineschepen .   An MQ-9 Reaper drone on a runway (photo: US Air Force) Financieringsconcept voor grote projecten van Defensie Investeringen voor aankoop of vervanging van grote wapensystemen staan in de defensiebegroting al jaren sterk onder druk. Er is te weinig budget om de noodzakelijke investeringen tijdig uit te voeren. Om die reden werd bijvoorbeeld de verwerving van MQ-9 Reaper drones zeven jaar vertraagd en zijn slechts 37 F-35 (JSF) vliegtuigen besteld. Investeringen als dienst Omvangrijke investeringen voor groot en kostbaar materieel, zoals schepen en vliegtuigen hoeven echter niet ineens vanuit de Defensiebegroting te worden gefinancierd. In de economie zijn diverse financieringsmethoden waarmee investeringen worden omgezet in een dienst. Deze zijn ook uitstekend toepasbaar voor Defensie-investeringen.   D uring military operations in foreign countries, provisions, spare parts and equipment are needed often. The transportation of these goods is a major logistic effort for armed forces. It is even harder as remote military bases are often situated far from airports or harbours. The territory might be hostile and the location hard to reach. The majority of the cargo is transported in standard containers. These 20 ft. containers are shipped to the nearest harbour or flown to the nearest airport. From there the containers are usually transported in a convoy of trucks. These convoys often need to travel multiple days to cover a few hundred kilometres. This method of transportation is inefficient, time consuming, costly and dangerous.  Therefore, the Royal Netherlands Air Force (RNLAF) is in search of an autonomous, unmanned aviation solution.
